Tic-Tac-Toe itself *IS* based on pure luck if you draw to determine who goes first. There’s no excuse for the first player not to win or force a draw.

Which makes this interesting. Clearly the winner here is player two!

Perhaps it’s “luck” in the sense that they have no way of pre-determining which burial plots will be used?
