Yup, Gordon’s indeed behind the playful signals. I was hoping it would be quite apparent, with him standing there in a shameful pose in the last panel. The signal shadow in the fifth panel also suggests he’s caught in the act. But mostly I’m just pleased with Batman’s super pissed off expression in that panel.

I of course meant the fourth. It seems I’m bad at counting…

And yes, Gordon was behind the signals. He was just having a bit of fun I suppose. Misuse of the Batsignal is a serious crime!

The third looks a lot like the first. Did you perhaps mean the fourth?

I thought that maybe it would turn out to be code signals for “trouble at the zoo”, so when they both just stood there in the final panel I kind of wondered what the punchline was. Perhaps it was that Commissioner Gordon was behind the signals, and not the Joker?

I guess you had to know I’d like this one as you were making it. And well, I of course do! Damn that Gordon and his crazy shadowplay! I have to say though, I was hoping the other superheroes would appear also, Voofman and Lady Anteater.

Cudos for the Frank Miller inspired third frame ;-)
